Error 740 when using runas

Issue:
You’re trying to run a program on a local machine with an administrator account.  However you keep getting block with 740: The requested operation requires elevation.  Even after running command prompt with elevated permissions, you still get the error.

Solution:
runas /netonly /user <command>

The key to the command is “/netonly”.
